Need a way for winget upgrade --all to succeed with pinned items without upgrading the pinned items.

winget upgrade --all will exclude pinned items by default, in order to include them you need to use winget upgrade --all --include-pinned

Can you please clarify what behavior you're seeing that you think is incorrect?
