Set `http.version=HTTP/1.1` in `supports_gvfs_protocol()`

Let's ensure to set that config option by passing it in via the -c option in the gvfs-helper call. This is required to successfully talk to Azure Repos, and it is a variation of what @derrickstolee suggested:

Yes, we need this config set before the supports_gvfs_protocol() call, which is where the gvfs/config endpoint is being called.
