[Vulkan] `GetDimensions` test for `{RW}Buffer` fails on Vulkan & DXC

The Feature/TypedBuffer/GetDimensions.test test fails on Vulkan. The test is calling GetDimensions on RWBuffer and Buffer resources.
The expected dimensions are [ 8, 5 ], DXC on Vulkan returns [ 16, 16 ].
