List GPUs with HEVC support #760

It might be helpful to link to more modern GPUs here. Traditionally this article has listed GPUs ideal for transcoding only, https://docs.livepeer.org/v1/references/go-livepeer/gpu-support
For transcoding, we could add a column for HEVC support. It is an important capability to have on the network today for transcoding jobs and may help improve network quality overtime as that codec becomes more popular.
Adding a short list of popular GPUs for AI workfloads would also be nice to have
