Support wheels for musllinux_aarch64

Hi, I would like to know why musllinux_aarch64 is skipped for cibuildwheel: 0fbf892 . Was it disabled for any particular reason? I'm trying to use the package on Alpine Linux (AFAIK, a musl platfom) on aarch64 and it keeps trying to build it from source. I suspect that if the musllinux_aarch64 wheels are pre-built, then I don't require to build it from source. If my assumption is correct, are you receptive to a PR addressing that? Thanks!

There are not yet changes in the code, since the latest release. So I thought I could just upload the wheels manually. They are now available in PyPi, https://pypi.org/project/pygit2/#files
