To reset the free renewal blacklist we need to [rename](https://github.com/lfglabs-dev/naming/commit/9747e3f11412a4bde58a977972bc40ffa4fcfb4f) the blacklist storage variable and upgrade the naming contract. Seems a lot of work and potential problems created for something that could be easier.
