Describe the bug
Can have non-ASCII in taxa translate official file but not if want to use the CAPS feature.

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior

Additional context
Create function to populate translations with CAPS but first remove non-ASCII then add the non-ASCII back so can have a mix of non-ASCII and CAPS. Keep CAPS switch in function and by default OFF.
