Unable to fill up free space on system drive C

Command e.g.

ffs-util -d=d

works well but

ffs-util -d=c

gives an error

Creating file c:\pie.ffs with size of 12 GB...
ffs-util: There is not enough space on the disk.

Note: Works in that way from the beginning.
