feature: create pm kube-bind provider code

Feature Description

We want to have kube-bind provider code for pm and reference setup

Proposed Solution

Make sure we can deploy kube-bind as PM provider. Ideally, the PM provider code should live in the PM organisation, and we just use the Helm OCI image from kube-bind. We might need to add some changes to the kube-bind core for this to work.

In PM there should be a feature flag to enable Kube-Bind backend for connectivity. (in PM charts) but for that we need a kube-bind helmchart that can be installed in PM
