Restart CI software on reboot

Every time a CI machine reboots, we have to manually restart the CI software. This should at a minimum be automatic during reboot, and we may further want to implement some sort of automatic watchdog restart mechanism.

I think start-bb-worker.sh is idempotent, so this can just be a cron job.
