Bug: OSPFv2 does not converge

For some reason, OSPF does not converge during some runs.
For example Config StabilityTcpSender1Asym, run #98
the routerCore1 does not have 192.168.2.x in its routing table
even after 1000s.

The parameters for different runs have no effect here because
they apply to a non-existent module in this configuration.
