Add `LINE_LEN` support for Kotlin

Add LINE_LEN support for Koltin, when Detekt will be able to show the line length in the message. Read more: detekt/detekt#4076.

As a temporary solution, we could calculate the length of the string ourselves, since we seem to have all the necessary functions.
