Remove duplicated scaffoldia/repo-batcher/ tree (reposystem is canonical)

repo-batcher was found duplicated in reposystem/scaffoldia/repo-batcher/ and here (developer-ecosystem/scaffoldia/repo-batcher/).

Owner decision (reposystem#53, 2026-05-18): reposystem is the canonical home for repo-batcher. This copy is a stale duplicate and should be removed once the reposystem copy's V→Zig port (reposystem#) is settled, to avoid divergence in the interim.

Action: delete developer-ecosystem/scaffoldia/repo-batcher/ (history preserved). Verify no developer-ecosystem-local references depend on it first.

Cross-repo Refs reposystem#53. No joint-close.
