Problem with BLE

I have 2 ESP32 C3 Supermini that I want to connect to eachother. The problem is, one is advertising one is scanning, but they never seem to see eachother MAC's, if I code both of them to advertise, i can see them to my nRF scanning app on my phone, same goes for them when i put both in scanning, and see my phone, what seems to be the problem?
I need to use BLE because of my license, cause i need to see the "distance" for a keyless entry practice

Without any code it's hard to say, but I would suggest turning off active scanning on the scanner as well as scan responses on the advertiser then see what happens.
