* chore: ignore docs.yml and lint.yml in renovate

This change updates renovate.json to prevent renovate-bot from updating the specified workflow files.

* chore: exclude renovate.json from owlbot updates

This ensures that owlbot does not overwrite the changes made to `renovate.json`.
