Retry HTTP request automatically on failure, up to 3 times by default

This action flakes quite a bit in our CI - it'd be great to have a retry option

Typically the error is this

socket hang up
Waiting 16 seconds before trying again
socket hang up
Waiting 12 seconds before trying again
Error: Failed to download version v3.46.4: Error: socket hang up

This is even when other CI jobs, actions/setup-* steps etc succeed. We're considering just using the https://taskfile.dev/docs/installation#install-script configured with a retry instead - we'd rather retry the install a few times rather than fail the job

GitHub has been unstable in the past days. I think that explains it. Most of the time you shouldn't experience those errors.

We thought so too - but these errors seems to be isolated to this specific action moreso than our other various github-related dependencies and jobs.
For now we're going to use the https://taskfile.dev/docs/installation#install-script with a number of retries
