appveyor cannot find pybindgen

If anyone has any experience with appveyor -- we are installing pybindgen but then it cannot find it! No idea what is going on.

I've removed AppVeyor (the "appveyor.yml" file) in #384 .

Windows testing (along with Linux) is now accomplished via Github Actions.

As you can see, new PRs will test a full matrix and things are working as expected. For instance, in this PR: #386
