in_collectd: sort parameters alphabetically and fix style (#2293)

- Reorder configuration parameters table alphabetically
- Fix Vale suggestions: use 'lets you' instead of 'allows you to'
- Remove unnecessary 'will' for more direct language

Fixes #2196.
