The DEBUG variables in plugins are annoying. Let's use the standard ruby global $DEBUG aka $-d, and accept the ruby flags for them, -d and --debug.

and wow that's going to be hard to hack into a Module.const_get(ARGV[0].capitalize).send(ARGV[1]) approach. I wonder if thor has a way to do that sort of thing?
