Re-enable check-workflows

In upgrading to exasol-toolbox version 8.1.1, we needed to remove the checks-workflow job via the .workflow-patcher.yml.

The PTB needs to provide a way to:

• give a general matrix so these 3 files aren't each required: Add GH runner to matrix nox task python-toolbox#654

Once that is done, the .workflow-patcher.yml should be deleted and the nox session workflow:generate should be executed.
