No Updates for Microsoft Windows Desktop Runtime 9.0.x or 10.0.x (x64)

Description

I do not get any updates from my WSUS or Microsoft on my operating system:

Major Minor Build Revision
10 0 19044 0

for Microsoft Windows Desktop Runtime 9.0.x or 10.0.x (x64) although i get updates for 8.0.x
I have multiple systems with this OS version with the same problem on multiple version of 9.0.1 - 9.0.14 or 10.0.7
latest versions up to date are 9.0.16 and 10.0.8
WSUS shows not applicable - trying to get updates from Microsoft returns nothing

do not have that problem

Reproduction Steps

Install a a version of
Microsoft Windows Desktop Runtime - 9.0.14 (x64)
Microsoft Windows Desktop Runtime - 10.0.7 (x64)
on that operating system version and try to get updates from Microsoft.

Expected behavior

Runtimes get updated to the latest version

Actual behavior

Runtimes do not get updates

Regression?

Microsoft Windows Desktop Runtime - 8.0.27 (x64) updated from WSUS without problems

Known Workarounds

Install without WSUS
