health bars UI does not show most of the time

When I kill monsters their health bars that are drawn over their head don't show. This is for every monster with health. It sometimes does show the health but most of the time is not shown.

Its been happening ever since sailing released I think and the specific monsters I've seen remember it happening on are hydra, all toa bosses, all cox bosses, and frost dragons.
