Describe the enhancement
Out-of-Service Ports test should check fabric ports that are blacklisted and UP

Current behavior/output
Currently the test is checking only leaf downlinks
usage blacklist’ or ‘blacklist,epg'

Suggested behavior/output
The test should check for those usages:
blacklist = 32
blacklist + epg = 34
Blacklist + fabric =36
Blacklist + fabric + fabric-ext = 292

To Reproduce

1. Disable (blacklist) any leaf-to-spine port
2. Enable the port from switch itself (via no shut or setinservice)
3. Run the script on any versions
