P5000R0 ("Direction for ISO C++29") produces 125 words in tomd vs 764 in docling. This is a significant content loss — the paper has substantive prose that is not represented in tomd's output.

Several other papers also show 25-30% word count reduction (P3844R3: 11,709 vs 7,523; P3844R4: 7,277 vs 5,467).
