Missing Caching and Retention Documentation

I'd love to learn more about how resources and task images are cached. These documents are currently empty.

Is caching already supported, or is that doc page a stub for features not yet developed?

I don't think that page ever existed. Not going to bother digging through git history to find it. We should document the things we cache and for how long. A few things off the top of my head:

• Volumes from get steps are cached for some time. Not sure for how long though or what the scope is.
• Task caches. I think there's an issue with those being cached indefinitely 😬
• Check containers are cached and re-used for a period of time. I think it's currently an hour
