Support for android-cli

Now that exists the android cli, https://developer.android.com/tools/agents/android-cli, we could include the support for it on mvn runners, so we would be able to build the android app without having to open android studio.

We already use Android tooling from cli both in our local builds and in cloud builds. I think the new cli is mostly branding and cleanup of the existing tools to make them more convenient for agents.
