Jobs do not colocate by employer

The Employers page (https://jobs.code4lib.org/employers) does not properly colocate records - each job gets a row, even when the employer is repeated. For example, there are five jobs posted by the Academy of Motion Picture Arts and Sciences, and five rows on the Employers page for them.

There is also no colocating across stopwords - New York Public Library and The New York Public Library are distinct employers on this list.

Pull request #65 should help with the first issue described (the exact same employer listed over and over again).

The second part of this issue (merging employers whose names are expressed differently) also seems like a good idea, but #65 won't do anything to help with that.

This one can be closed in favor of #72 retaining the unresolved part. (I'm also not ideological about it. If c4l practice is to leave multi-thing Issues open, that's also fine by me.)
