Implement AI usage service

Velorum answers with a usage and this should be tracked. if the overall usage is over limit of the linked license a call to velorum should not be made.

The usage tracking should be available for 1 year containing every month, 1 month, including every day, 1 day including every hour. The usage should be linked to a namespace on cloud and on application level on ee and ce.

On ce we don't have licenses so their is no limit to check against.

The usage should be linked to a namespace on cloud and on application level on ee and ce.

The usage will always be linked to a project. There are just different entrypoints for the query that provide the appropriately scoped data.

The usage tracking should be available for 1 year containing every month, 1 month, including every day, 1 day including every hour.

This will become a partitioned table as well, so we will store the usage in the smallest available unit and instead provide aggregated views
