User shouldn't be able to delete "when run" block #162
Description
The user can't drag the when run block out of the workspace, but they can delete with keyboard shortcuts (CMD+X/CTRL+X). The screenshot below is from the first level of the Frozen activity after deleting the when run block, but the same behavior happens in all block-based puzzles:
