[Docs]: Update targetTime example to include timezone and document UTC behavior #699

Summary
The targetTime example in the troubleshooting documentation uses a timestamp without timezone:
targetTime: "2024-01-15 10:30:00"This should be updated to include an explicit timezone suffix for clarity.
Background
RFC 3339 timestamps without an explicit timezone suffix (e.g., 2023-07-06T08:00:39) are interpreted as UTC by the machinery library. This behavior was clarified in cloudnative-pg/machinery#167 and cloudnative-pg/machinery#168.
