Why: ANGLE is Chromium's OpenGL/EGL layer, and those two DLLs used to hold it. Since M151, Chromium links it straight into libcef.dll (crrev.com/f78f92beeb). The commit says the leftover DLLs are "stubs (no exports, never loaded by Chromium)". Canvas and WebGL rendering is unaffected.
Linked issue:chromiumembedded/cef#3974 was about these two DLLs' version numbers going down between releases, which made installers delete them on upgrade. The cleanup commit points to it as related.

Support for rendering of HTML5 content like 2D canvas, 3D CSS and WebGL. Without these files the aforementioned capabilities may fail.
