[FEATURE] - Add credential management APIs.

In order of priority:

• Tenant admin resets user password and gives them a temporary password.
  • Password will need to be changed on the next login.
• Tenant admin has CRUD operations for PATs available for other users.
• User is able to change their own password via PAT.
• Password reset flows via built-in Identity APIs. Expose these in ControlrApi.
