Python support

Add a python plugin

Must do:

• support both python 2 and 3
• create virtual environment (save in project .devctl folder)
• pip install dependencies

thoughts on supporting all versions of python or just python3 and python2 installed on the system. I think almost all linux/mac have both preinstalled

I think we should focus on one to start with.. if its a developer they should be using python 3 by now so we should focus on that first

a lot of them are still using 2. I want to support both 2 and 3. My question is more towards supporting all python version. Using something like this https://github.com/yyuu/pyenv

people need to start moving to 3.. I also didnt mean don't support 2.. I just meant we should start with 3... do you want to run pyenv to set python version on cd?

potentially. We are using nvm for node. I think for go we just assume its installed lol
