Updating `aws-targets.json` region file does not update the region while deployment

Description

if I go into my file and change the region I want my project to be deployed in, it doesn't propogate

Steps to Reproduce

1. run agentcore deploy
2. go back, change region in aws-targets.json file

Expected Behavior

region should be updated

Actual Behavior

region is not updated :(
