chore: update package versions for backend and frontend to 1.1.10 and 1.3.10 respectively

- Bumped backend version from 1.1.9 to 1.1.10 in package.json and package-lock.json.
- Updated frontend version from 1.3.9 to 1.3.10 in package.json and package-lock.json.
- Adjusted greeting message in AppService to reflect the new backend version.
