[Dev] Add AGENTS.md file

### Describe the enhancement requested

Airflow have had success in adding an AGENTS.md file to the repo, e.g. https://github.com/apache/airflow/blob/main/AGENTS.md

We could adopt a similar principle, including things like instructing the agent to disclose AI use and any other criteria which are necessary.
