Agent param in cli does not work

Description

Running a cli command that contains an agent param causes the error "Agent not found: {agentName}". This occurs even when trying to load the base agents like "Build".

I noticed that the agents in the tab section on the TUI are delayed in showing, seems like agents are loading async within the client now?

This issue might be related to existing issues. Please check:

• github run: agent input from action.yml is ignored by the binary #21730: agent input from GitHub Action is ignored by the binary (agent param not passed through in github.ts)
• Env Agents are not used in github action #17934: Env agents not used in GitHub Action (same root area)

These are specifically about the GitHub Actions context rather than the CLI --agent flag, so they may be distinct bugs — but the underlying agent resolution logic could be shared.
