Metrics: `ate.workerpool.name` is emitted without `ate.workerpool.namespace` on three metrics

Three control-plane metrics carry ate.workerpool.name and no ate.workerpool.namespace.

Four other metrics carry both keys. A WorkerPool is a namespaced resource, so the name alone does not identify one.
