Correct configuration of usage policy for license exceptions

I would like to configure the usage policy for licenses such that the base license has a different usage policy outcome than the license combined with the license exception. For instance, GPL-3.0-only would be a Prohibited Licenses, but GPL-3.0-only WITH GCC-exception should be Restricted License as a whole. How does one set the outcome of the combination between a license and an exception?
Currently I would have set the GCC-exception to Restricted License but I'm not sure if this has the intended effect and also it could potentially be combined with other licenses where a different usage policy should apply.

@ghsa-retrieval We are making some progress toward defining a specific solution, which of course needs to be examined for technical feasibility. Please see #40 (comment) and following for design developments.
