Automatically register teller on sandbox investment

Currently, the sandbox doesn't register the teller for sending the recipient notifications if the platform goes down. While the RPC endpoint for this exists, it needs to be called after the investment is confirmed (and potentially, the investors can sign up as well, since its in a sandbox environment)
