Support 64-bit GC arrays

At the time of writing GC arrays do have a length limit of 2^32, which is reflected in decodeStringFromUTF8Array() and encodeStringIntoUTF8Array() taking and returning i32s. A concern was raised that this could change in the future.

So we could either:

• Future-proof ourselves by using i64s and require users to convert.
• Do nothing. Wait until GC arrays gain 64-bit support and then add overloads similar to whats proposed in Separate functions for 32-bit linear memory #1.

Why is support for something that doesn't exist even a consideration?

Because at the time of writing the discussion on overloads is not settled, so its unclear what we would do in that potential future.

If we settle on "this is not something we should consider right now", that is the 2nd option: "do nothing" (will clarify in the OP).
