test: re-enable flaky OpenUI5 Dialog + WebC Select popup test

The following test was temporarily skipped in #13656 due to flakiness on CI:

• File: packages/main/cypress/specs/OpenUI5andWebCPopups.openUI5DialogWebCSelect.cy.tsx
• Test: OpenUI5 Dialog: opening WebC Select dropdown and closing with Escape
• Error: Timed out retrying after 4000ms: Expected <div#openUI5Dialog1...> not to exist in the DOM, but it was continuously found
