Feedback from Dr. Takeshi Shimazaki (NMIJ): Repeated text in license terms

I noticed what appears to be a duplication in the license terms. Specifically, lines 19–20 contain the phrase:
"for any purpose, even commercially, for any purpose, even commercially"
which seems to repeat the same wording twice.

UNITS.TTL,
PREFIXES.TTL
DECISIONS.TTL
CONSTANTS.TTL
I also noticed that the same issue appears to be present in other files.

Maybe it is enough to simply have the dcterms:license pointing to the IRI (as a resource) that resolves to the authoritative text as defined by the CC organization:
si: dcterms:license <https://creativecommons.org/licenses/by/3.0/igo/> ;

The text supplied as a rdfs:comment seems to me as information redundancy and leads to potential issues when copy pasting (as pointed here), and is also more demanding if/when we decide to update (see TheBIPM/SI_Digital_Framework#4 and the Notice in https://creativecommons.org/licenses/by/3.0/igo/)
