Feedback from Dr. Ilya Budowsky (CCEM): Quantities and units for CCEM

The mapping of the CCEM service categories to the quantities in the SIDF has generated requests that need to be implemented in the units and quantities graphs:

• Define unit var, for reactive power, equivalent to volt ampere. Consistent with one of the changes of Issue New version of the 9th edition of the SI Brochure: v4.01 #95
• Define quantity reactive power, with default units var
• Change bel to decibel, also mentioned in define decibel as prefixed unit (like the kilogram)  #48 and discussed in the comments of Voltage and Torque #45
• Include support for square root of watt, mentioned in quantity with unit fs.m-1/2 #49 and Representing Units with non integer exponents like in V/√H̅z̅ SI_Digital_Framework#2
• Include support for square root of quantity power

This was not requested in the last communication, but there seems to be a request from the past regarding:

• Replace the quantity name electric potential difference with voltage, as mentioned in Voltage and Torque #45
