Separate quantities "absorbed dose" and "kerma"

Find a way to change decimal separator to "," in french pages ? Partially implemented in symbols_format.py, but this does not cover everything (e.g. defining equations). Can something be done at the mathjax level ?

On a related note : find a way to link to french CMC pages (needs TTL files update)
