Subject: [PATCH] Build StarMap as AnyCPU

The DLLs carry no native code, but the AMD64 mark from PlatformTarget x64
makes .NET on arm64 refuse them. Set AnyCPU in the three projects, so local
builds, PR builds, the release and the StarMap.API package all match. The
explicit value is needed: without it, -r win-x64 marks StarMap.dll AMD64
again. The win-x64 StarMap.exe is still built.
