� (NUL) character on some Microsoft CAB SFX packers

Right now, I have two examples from two discs:
Microsoft CAB SFX vBuild 400�0
Microsoft CAB SFX v�.00.17.00
Why does it output like that?

Because that's the internal version number

Well, it makes sense. Why is the internal version number of "Build 400�0" and "�.00.17.00" even exists and created by Microsoft?
