fix: fix web rc alias, restage web assets, and CI app typecheck

Remove duplicate commander rc registration that broke smoke, restage
the web bundle fingerprint, point CI app typecheck at the CLI package,
and keep the vscode package name as pythinker with a build-covered
typecheck script.
