Setting to enable $go to be used by everyone (on non remote servers)

Is your feature request related to a problem? Please describe.
On my community members share a raid, with no intention of actually doing it, they share it to let others know that it's there.
Yet other members can't use $go, to organize a raid.
They use $party to get around this, but this doesn't lock the lobby.

A togglable setting that would let everyone use $go

Give raid moderator to almost everyone, but that wouldn't be ideal... because a mod has more permissions that I would like to give. Like $end or $kick

I've fixed this for myself if you feel like it's not worth implementing :)

Added carl-bot to the server, gave the role raid-viewer and raid-moderator, and placed a trigger that one someone says $go, the bot replies with $go as well. This is not that elegant... but I guess it works.

I would still like to see this as setting, on my point of view would give more choice to admins and if someone doesn't want this they can have the exact same behaviour.

But I understand it can be a problem just on my server.

alternatively I teach my users that $p Invites being sent notified the same as go and everyone can use it
