🩹 [Patch]: Update Dependabot configuration to include labels for GitHub Actions (#65)

## Description

This pull request introduces a Dependabot configuration to automate
dependency updates for GitHub Actions workflows. This will help keep our
GitHub Actions up to date and improve security and maintainability.

Dependency management automation:

* Added a `.github/dependabot.yml` file to enable weekly automated
updates for GitHub Actions dependencies, with appropriate labeling for
tracking.
